Richard Devine, July 29th, 1999

On Thursday, July 29, 1999 at 8:37 PM, Tactical Box 838, Amber and Westmorland Streets was struck for a fire in a 2-story middle of the row, 15’ x 35’ dwelling. The address of the fire was 2043 East Westmoreland Street.

Upon arrival, the Captain of Engine 28 reported they had fire in the second-floor front, and put 1 & 1 in service. Firefighter Richard Devine, along with other members of the company, stretched 1 ¾” water line to the second floor and extinguished the fire in the front bedroom.

At 8:47 PM, Battalion 10 placed the fire under control. Shortly after, Firefighter Devine left the building to take a short break on the back step of Engine 28. He then returned to the dwelling to assist with the overhaul. He began to wet down the bedroom. After wetting down one side of the room he moved to the other side when he suddenly collapsed.

Members of Engine 28 started CPR and continued until Medic 8 arrived on scene. Medic 8 transported FF Devine to Northeast Hospital where he was pronounced dead at 9:42 PM. The cause of his death was determined to be a massive heart attack.
